Hillsborough transit tax initiative gall

In school I learned that all Gaul is divided into three parts. So too is the gall inherent in the Hillsborough transit tax initiative: trains, buses and cars.

If the City of Tampa wants a light-rail system to boost their economic development, why do they not just hike Tampa city taxes and build one?

If the proffered answer to commuter traffic is to put south Hillsborough County commuters on buses, why not instead encourage new job creation in the south county thereby avoiding commuting altogether? 

If big landowner/developers want interchanges built through the middle of their private property, why not let them pay for them and let the taxpayers pay for those interchanges where they are really needed?
